An anti-war Democratic congressman is demanding to know why there were uniformed Defense Department personnel watching House proceedings from a public gallery Thursday, who they were and what they were doing.

"If they were here on official duty, this was an abhorrent misallocation of our military resources at a time of war," Northern California Rep. Pete Stark asserted Friday in a letter to Defense Secretary Robert Gates.

Stark, an 18-term incumbent known for his liberal positions and outbursts of temper, said he observed the contingent of 20 or so officers, apparently Army generals, in the gallery for a couple of hours while the House debated and voted on an Iraq war spending bill.

"At a time when our nation is at war, our troops are overextended, and the administration is literally asking for emergency military spending, what good to the 'war on terror' is having U.S. generals and other top-ranked officers — who were likely accompanied by staff and escorted by their chauffeurs — spending hours sitting in the gallery of the House of Representatives?" Stark asked.

The query drew a stinging response from a Pentagon spokesman.

"It seems that Rep. Stark issued his press release before sending his letter to Secretary Gates because we have yet to receive it, but without knowing the particulars of the incident he is inquiring about I can tell you that there is nothing unusual about military officers visiting and/or observing the workings of Congress," said spokesman Geoff Morrell.

"Secretary Gates has actively encouraged the military to recognize the important role Congress plays in defense and national security," Morrell said. "For that very reason, visits to the Hill and interaction with members and staff is a routine part of many professional military education programs."

Stark said he didn't have a problem if the military personnel were there on their own time, but if they were there on official duty he wanted to know why. He asked Gates for an accounting by Monday of the name, rank, branch and duties of each of the officers as well as how many staff members and drivers were involved.

Intel Agencies Seek Help Recruiting Immigrants

The U.S. is its own worst enemy when it comes to the desperately important task of recruiting immigrants as spies, analysts and translators in the war on terror, new Americans are telling intelligence officials. The government's policies raise suspicions and fear in the immigrants' home countries and disturb potential recruits here who might otherwise want to help.

The U.S. knows it needs the help. At the heart of a Friday summit with immigrant groups was a stark reality: The intelligence agencies lack people who can speak the languages that are needed most, such as Arabic, Farsi and Pashtu. More importantly, the agencies lack people with the cultural awareness that enables them to grasp the nuances embedded in dialect, body language and even street graffiti.

At the suburban Virginia summit, not far from the CIA and National Counterterrorism Center, officials gathered more than a dozen representatives of recent immigrant and other ethnic groups to get their recruiting assistance.

"We are going to ask you to open up your communities to us," said Ronald Sanders, an assistant national intelligence director, and the son of an Egyptian immigrant mother.

The officials got an earful in return — about immigration and hiring rules and foreign policies that make life harder in immigrants' old countries. The intelligence agencies' own practices also came under criticism: extraordinary rendition, holding prisoners at Guantanamo Bay in Cuba, harsh interrogation practices that some say amount to torture.

"Basically they've scared people," said Amina Khan, of the Association of Pakistani Professionals and an attorney formerly with the U.S. Energy Department.

Immigrants "have always seen and regarded the United States as a law-abiding country," Khan said in an interview with The Associated Press. "Now we are the only superpower in the entire world. For us, when we hear things like renditions or Guantanamo Bay, which for many is considered outside the letter of the law, there is an element of fear."

Many immigrants come to the United States already fearing the intelligence agencies of their home countries.

A man named Aung, from Myanmar, said his countrymen in the United States are spied on by Myanmar agents.

"Basically by attending this conference I myself am on the list," he said. It will complicate his visits home to see his father, he said, asking that his full name not be used.

"In our culture it is looked down on to be a ... spy," added Humira Noorestani, whose family is from Afghanistan.

Some U.S. policies after the 9/11 terrorist attacks made things worse, said Kareem Shora, of the American-Arab Anti-Discrimination Committee.

"The policy missteps and mistakes tended to alienate the very community they are now trying to approach and work with," Shora said. "The NSA wiretapping, rendition, waterboarding, linking the war in Iraq with the issue of radicalization and the terrorism threat. ... What I ask is that at some point that these conversations address these hard issues."

Even the Japanese-American experience of World War II haunts this conference. Larry Shinagawa, of the University of Maryland's Asian American studies program, said immigrant groups have reason to be suspicious of the government's sudden interest. The government admitted in 2000 after years of denials that census records were used to track down Japanese-Americans by name and address for imprisonment in internment camps during the war.

One major need now is for people who can speak the languages most needed in the anti-terror fight. The children of immigrants, even if they don't grow up speaking their parents' language, can learn it to the required level of proficiency in 16 weeks. It takes people without that cultural heritage about 63 weeks, according to Jean AbiNader, a government cultural trainer with IdeaCom. Inc.

And then there are cultural matters as well. Immigrants and their children don't need to learn these things; they can teach them.

The Department of Homeland Security and the FBI are collaborating on a summer internship program to begin to tap that expertise. Twenty college students are coming to Washington, D.C. for 10 weeks. They will get free Arabic classes in the morning at George Washington University and spend the afternoons working in the agencies' intelligence offices.

"We need these people, their expertise, their understanding of culture, of language. We don't have it today and it is a great deficiency," said Charles Allen, a long time CIA officer who is now the Homeland Security Department's intelligence chief. "This will be an enormous augmentation."

U.S. policies have until recently forbidden recruitment of first-generation Americans who have direct family ties abroad, a practice that began after World War II, despite the fact that many code breakers in that conflict were not born in America, said National Intelligence Director Michael McConnell.

New rules drop that obstacle, he said. Still, the security clearance process can take 12 to 18 months for a citizen without close ties abroad. It can go on for years for children of recent immigrants. McConnell wants to shorten that to 60 days.

The agencies will try to contain the risk of giving people with close foreign associations access to top secret information by increasing the scrutiny that all employees get once they are cleared, a practice known as life cycle monitoring.

McConnell told the meeting of immigrant community leaders that he is increasing sensitivity training for the intelligence agencies' 100,000 employees.

U.S. officials are trying to adjust how they talk about the war on terrorism so as not to alienate Muslims. That adjustment is needed, said Mohammed H. Ali, an imam with a Virginia Muslim community organization.

"I'm concerned about the language used to describe terrorism," he said.

McConnell said he is, too.

"We try not to refer to 'jihad' as something that's bad," McConnell noted, referring to a recent government communications policy.

It's a first and somewhat controversial step toward shaping the language the United States uses to compete with the international messages of al-Qaida. The terror group's messages are increasing: In 2005 it issued about 15 video or audio messages. In 2006, there were 50. In 2007 there were 97. There will probably be even more in 2008, including a fresh message from Osama bin Laden this week.

"We did a good job in the war against Communism. We have not done a halfway decent job of countering the virulence (of al-Qaida) and the message properly," Allen said.

"I never use the term 'global war on terrorism,'" Allen said. "I have never used it publicly, and I don't write it that way either."

"We have so much work to do because countering this ideology is absolutely central to everything that we do. This is our way of countering al-Qaida in the future. If we don't get it right and we don't do the outreach correctly, we will simply lose ground," Allen said.

Chicago's top cop revealed some new strategies Friday to fight crime in the city-- adding semi-automatic weapons, an armor-plated vehicle, and full SWAT dress in crime hot spots.

Tracking homicide numbers has long been - whether fair or not - an important measure of how well the police department is doing its job. In the first four months of 2008, there have been 134 murders in Chicago. That's 11 more than in the same period last year. Aggravated batteries are also higher.

The new superintendent is re-working some crime-fighting strategies. His moves involve assignments, firepower, and dress.

Part of the strategy includes deploying SWAT team members and other specialized officers in full battle dress to crime hot spots. The measure began last month and will continue. Critics believe it to be cosmetic and meant to intimidate. The superintendent sees it as a deterrent.

Group of 1,500+ members question media silence on report of mass grave locations

On April 10, 2008, the Friends and Relatives of the Disappeared held a press conference and public ceremony in Vancouver, Canada where they released a list of twenty-eight reported mass graves across Canada - the graves of aboriginal children who died while in Indian Residential Schools.

Traditional media sources have ignored this heartbreaking and important story. A Facebook group "Mass Graves of Residential School Children Identified ­ Where Is the Media?" was started on April 18, and in less than a week had over 1,000 members. That number is now at 1,500 and still climbing. The group was formed to encourage members to contact the media to demand investigation into these reported grave sites.

The many abuses that First Nations children suffered at the hands of the church-operated, government funded Residential Schools are no longer secret. We know that aboriginal children were torn from their homes and families. Many were subjected to or witnesses of physical and/or sexual abuse. They died of diseases like tuberculosis at alarming rates, as reported last April by the Globe and Mail. An estimated 50,000 Residential school students are missing, their fate a mystery.

Now, from eyewitness accounts, documents, survey data and physical evidence, a list of 28 grave sites has been compiled and released, where allegedly the bodies of Residential school students were unceremoniously interred. Their deaths went unreported to their families. The devastating generational legacy of the Residential schools is tragedy enough. The insulting, degrading burial of the First Nations children who died while in church and government care warrants investigation and attention.

And yet, the traditional media remains largely mute about this important piece of Canadian history.

It is our right to know our heritage and our past, even if it fills us with sadness and shame. The only way to address this is to ensure that this story sees the light of day under public scrutiny, and that there is a full investigation is to make it become part of the public knowledge and consideration.

Please consider covering this topic in the very near future. It is in the public interest, and we must finally have the truth.

Some often have it on their mind if not expressed as a question. Does the alternative press, often heckling The Establishment, "the powers that be", the Ruling Class, whatever THEY are called---do the dissident views get results? And if so, how can we be sure? How can it be known, measured, or proved?

YARDSTICKS AND OTHER MEASUREMENTS

[1] Helpful in measuring whether an "outside the box" scandal, can cause commotions within the "box", are historical records. The monopoly press keep the same, calling them "the morgue", the place where they save old news clips, sometimes so old they are on microfilm, microfiche, and similar retention devices.

Do non-monopoly press sorts keep track that way? If not, why not? Internet search engines are helpful but limited. Did THEIR computers save the real stuff, the real possible negatives, revealing little-known happenings?

The pressfakers keep separate not to be publicly examined files as part of "THE BLACKMAIL BUSINESS". [Visit our website story on that subject.] Notice, big newspapers almost are beyond being sued or cannot successfully be sued in Court. Why? A case in point is The Chicago Tribune. It is virtually impossible to bring a successful suit or claim against them. Even accidents at their facilities caused by their negligence. WHY? Because they keep secret files on every judge, state and federal. And the judges know full well of the existence of such files, from anecdotal data gathered from others on the bench and in the bar.

So the Chicago Tribune, and their parent, the media monster, Tribune Conmpany, are virtually immune from being fingered successfully in Court. As we stated in our website story about the Tribune and the mob, the newspaper empire has traditionally had as head of their parent firm, the head of the Federal Reserve Chicago District Bank.

Helpful in this regard, for the public benefit rather than private enrichment, are huge files kept by non-mass media research and investigation groups. I am the founder/chairman of such a group, since 1963, Citizen's Committee to Clean Up the Court. As part of our work we have amassed, amongst us, some one million records, audio and video tapes, secret notebooks, little-known court files, notes of witnesses and sources (whose identity we have an absolute policy NOT to divulge, so as to preserve their identity and employment, if not their actual life). We have the notes of, for example, the most endangered species in the United States, forthright, honest judges. Over the years, some of them have met with us on the sly, to tell us their woes and seek our off the record suggestions

Not one of our sources, but having been considered one of the most outspoken brave judges in America, is the judge that dared issue and cause to be published in the law books, the following:

"More than once judges of a court have been indirectly reminded that they are personally taxpayers. No sophisticated person is unaware that even in this Commonwealth the INTERNAL REVENUE SERVICE has been in possession of facts with respect to public officials which it has PRESENTED or SHELVED in order to serve what can only be called political ends, be they high or low. AND A JUDGE WHO KNOWS THE SCORE is aware that every time HIS DECISIONS OFFEND THE INTERNAL REVENUE SERVICE, he is inviting a close inspection of his own returns."

It was apparently the same Federal Judge in Boston who dared declare the Viet Nam War unconstitutional, but whose decision was overturned by the war-mongering banker-judges on the U.S. Supreme Court.

For similar reasons, most every organ of the mass media dares NOT offend the U.S. Treasury, the U.S. Secret Service, and the Internal Revenue Service.

[2] A long-festering mess, for years kept out of the popular press in the U.S., has been the huge amount of superior quality counterfeit U.S. Currency (actually, Federal Reserve hot-air notes, backed by nbothing, masquerading before the public as the "U.S. Dollar".) In a prior exclusive story, we dealt with this subject.

So, shortly after our story is posted, what happened? Why, the U.S. Treasury boss, Paul O'Neill is sacked. Of course, cynical sorts have a way of explaining it. They say, Josef Stalin would have given him two choices, if at all, Exile to Siberia or the firing squad. O'Neill the money boss has a number of failures, to his record, as far as the current occupant and resident of the White House is concerned:

===Failure to successfully investigate the sizeable number of U.S. Secret Service agents who have lately and mysteriously resigned. O'Neill failed to adequately find out and failed to shut them up. Some ex-agents confirm to media sources, in confidence, that they are fed up with the sexual perversions of George W. Bush, including traveling around with his long-time male sex-mate. Bush and this person, mayor of a sizeable city, rendezvous at a certain lounge purportedly owned by a major financier of Osama bin Laden, demonized by Bush as the cause of most problems of the U.S., despite the fact that the Bush Crime Family has been in business with the bin Laden Family including Osama who they are NOT on the outs with.

===Failure, by O'Neill, to stop all mention of the huge problem of superior counterfeit U.S. Currency, actually Federal Reserve Notes. It is causing tremendous friction between the Washington government and the Moscow government. Moscow czar Putin is beginning to find out that he and his predecessor, Yeltsin, had and have been propped up with huge amounts of U.S. Currency, part of it the superior quality bogus U.S. Currency. Short of ringing the neck of George W. Bush, how is Putin, supposedly now a U.S. ally formerly big with the Secret Police, supposed to react?

===Failure by the U.S. Secret Service, part of the U.S. Treasury, to keep secret a previously not publicized film, together with documents, tending to show that Daddy Bush was instrumental in the plot to assassinate President John F. Kennedy. [An FBI document, dated November 29, 1963, circulated by us and a few others, tends to show the elder Bush was part of the JFK plot cover up.] Failure, as well, by the U.S. Secret Service to keep out of U.S. bookstores, as they have in the past, the forbidden book, "Farewell America", written by the French CIA under the pen-name "James Hepburn". Now available, since October, 2002, for the first time in U.S. bookstores since being first issued in 1968. Amazon.com has been offering the same in paperback (previous hardback bootleg copies brought as much as one hundred dollars).The book details the plot against JFK.

===Failure of the U.S. Treasury, by boss O'Neill, to adequately co-operate with the Federal Reserve czar Alan Greenspan, to successfully pump up the U.S. Stock Market, at least temporarily, jointly using part of the long-secret superior quality phoney baloney U.S. currency. In such failures, the Treasury and the Fed, are opening the way for a possible "change of regime", not in Baghdad, BUT WASHINGTON. In our prior exclusive details, we told about the dissident U.S. Admirals and Generals, vowing to arrest Commander-in-Chief Clinton for treason. If Clinton were to arrest them for mutiny, if they survived and were not assassinated, they planned to defend their position documenting Clinton's treason against the American commonfolk to favor the Red Chinese. Although, as we have mentioned, ten of these flag officers, military jargon description, have been assassinated. BUT, there is now a much larger group itching to target George W. Bush, as to the treasonous acts by him, as supervised by Daddy Bush, former head of the secret political police, and others.

===Faiure by O'Neill, as Treasury poobah, jointly with the conspiratorial Federal Reserve, to turn up the U.S. economy, thus paving the way for George W. Bush to be another Herbert Hoover, ala 1931. Did Albert Gore, Jr., sidestep being in charge of the White House, when he did not fight back "The Gang of Five" on the U.S. Supreme Court, when they like a military Junta, installed George W. Bush as the resident and occupant of the Oval Office, on that infamous December evening, 2000? Some of Gore's confidants claim he so much as muttered under his breath, "Let George be Hooverized, not me", anticipating a serious meltdown of the U.S. financial system.

George W. Bush, in dismissing Treasury strawboss O'Neill, is blaming one of the stooges for the acts and doings of chief pro-British stooge George himself.. The Bush Family, as we have documented, share the proceeds of illicit dealings in a joint account with the Queen of England, at her private bank, Coutts Bank London. [See secret Federal Reserve wire transfer records, under the secret code of Greenspan, in a transaction of ONE HUNDRED BILLION DOLLARS, in our website series "Greenspan Aids and Bribes Bush", where the records of twenty five secret Bush Crime Family worldwide bank accounts are attached to our stories.]

Note how the British Monarch sent the head of her private bank to a key position with the Carlyle Group, where Daddy Bush has been a heavily paid consultant to the bin Laden business interests. As noted in the Financial Times of London, December 19, 2001.

===Failure of the U.S. Treasury, through their Internal Revenue Service unit, to increase tax collections, to finance a proposed war to capture and dominate one of the world's largest oil reserves not fully developed, namely Iraq. And remember, Daddy Bush had been a private business partner, in the 1980s, with Saddam Hussein, as shown in a unpublicized federal case in Chicago. [See, "The Secrets of Timothy McVeigh", on our website.]

Thus, the Treasury, as supposedly supervised by O'Neill, failed to crackdown on tax cheats. BUT, who were those tax cheats if not those tied to the Bush Crime Family. Such as WorldCom. Such as Enron. Such as Microsoft which reportedly pays no taxes using reputed book-cooking yet doing a zillion dollar business. Such as General Electric. Greenspan's wife, Washington correspondent for NBC, Andrea Mitchell, has ostensibly covered up G.E.'s financial finagling. Mrs. Greenspan's boss has been G.E. unit, NBC.

Some old-time cynics in Chicago perhaps remember my first appearance on a live, not-taped, TV talk show, 1967. The host blundered in asking me a question he did not know in advance the answer to. "Mr. Skolnick, you contend Chicago and elsewhere around the nation are riddled with bribe-taking judges. What do you suggest be done with them?" He turned visibly pale when I answered, "Selling justice, they are not entitled to Due Process of Law. They should be dealt with by a National Firing Squad, to teach the bench and the bar a lesson."

One form of proof is circumstantial. With such evidence, some in the past have even been sentenced to the electric chair or execution by lethal injection. A useful research tool, if not an actual yardstick, is propinquity, events that can be shown to be related, a sort of event kinship.

Various mass media reporters are becoming aware of the details of the massive amount of fake superior quality U.S. currency, much of it coming back from overseas and also, how George W. Bush's cavorting with his male sex-mate is enabling Red China to defeat U.S. national security by way of blackmail.

Is the Federal Reserve dictator, the next to hurry-up his retirement? We call the Oval Office resident and occupant, Bushfraud, for reasons we have previously mentioned. He has cut back the wages of federal employees and his political party fails to extend unemployment benefits to a suffering nation. Does HE remember what happened to the last monarch who scornfully told the anguished populace, "Let them eat cake!"

No yuks as Stewart presses Iraq War architect on honesty

Former Undersecretary of Defense for Policy Douglas J. Feith, who was at the heart of the Bush administration's selective cherry-picking of intelligence to make its case for the invasion of Iraq, appeared on The Daily Show on Monday to promote his new book about the run-up to the war.

The central premise of Feith's book, which he repeated over and over to Jon Stewart, is that although there were errors in some of the administration's claims about the dangers posed by Saddam Hussein, the people making those statements were not being intentionally dishonest and did not set out to mislead the American public.

"The administration had an honest belief in the things that it said," Feith insisted. "Some of the things that it said about the war that were part of the rationale for the war were wrong. But errors are not lies and I think much of what the administration said was correct and provided an important argument that leaving Saddam Hussein in power would have been extremely risky -- even though the president's decision to remove him was extremely risky."

Stewart pointed out in response that painting a rosy picture of how quick and easy the war would be while downplaying the risks was itself a form of dishonesty. "You said something that I thought was interesting," he noted to Feith. "'The common refrain that the postwar has been a disaster is only true if you had completely unrealistic expectations.' Where would we have gotten those expectations?"

"If you knew the perils but the conversation that you had with the public painted a rosier picture, how is that not deception?" Stewart asked.

Feith attempted to counter this by suggesting that because "the recent history has been very unhappy in a lot of ways ... people look back and I think they misremember a lot," but he finally resorted to claiming once more that "there were statements ... that in looking back you wish you would have made differently ... I don't think any of them were deception. I think they were errors."

"You don't think it was a purposeful strategy?" Stewart asked. "This is an administration very sophisticated in the arts of propaganda and public relations."

Feith insisted that far from being sophisticated, the administration was actually very bad at propaganda. He then went on to summarize his version of what led up to the war:

"What the president decided after 9/11 was we should not focus only on the group that hit us, we should be trying to prevent the next attack. ... The administration ... became persuaded by the facts that Saddam Hussein was an extremely serious danger. ... There was a moment when the president wanted to focus on diplomacy. ... Ultimately the diplomacy failed. ... The administration grossly mishandled the public explanation."

"You removed the ability for the American public to make an informed decision," responded Stewart. "Once you have removed that, then you no longer have, I think, the authority."

Two representatives have urged Congress to take action to address the worsening situation on the southern border which has been described by reporters and activist groups as "an all out war."

Rep. Ted Poe, R-Humble, has urged the Congress to take action regarding the frequent incursions of military style Mexican commandos into the U.S. that has seen over 6000 deaths in the past two and a half years according to conservative estimates.

The Houston-area Republican told the House Foreign Affairs Committee that members of Mexico's elite counter-narcotics teams, trained at Fort Benning, Ga., have defected and are now in the pay of drug cartels.

Poe highlighted the fact that the guerrilla-style commandos are regularly crossing the border into the U.S. and have been involved in violence and killings as far north as Dallas.

The San Francisco Chronicle has picked up the story:

He said the Department of Homeland Security had documented "over 250 incursions by suspected military forces" into the United States over the past decade.

"I was surprised to hear that the United States has trained Mexican forces and some of those have deserted and become the reason for these attacks," Poe said.

Congressman Poe criticized the lack of oversight on current programs to assist law enforcement in Mexico and central America:

"It seems as though the United States has a history in some cases of giving support (to Mexico) and that support turns around and is used against the very people we're trying to protect, in this case, us," Poe said. "We have no assurance that the equipment we're sending to Mexico won't be turned over to the drug cartels and used against us."

Another Congressman, Rep. Michael McCaul, R-Austin, called border drug violence "an imminent security threat right on our doorstep" and compared the urgency of situation to that of the wars in Iraq and Afghanistan.

In March, award winning National Security and Pentagon reporter for the Washington Times, Sara A. Carter, detailed the national media blackout on the Mexican incursions and the border war:

"There's a lot of people who don't realize how serious the situation is on the southern border." Ms. Carter told the Alex Jones show. "Even to the extent when sometimes some of our own government officials choose to ignore it, even though they know it's going on."

"It is a huge story. It is bigger than most of us even know, and people are afraid of covering the story. We hear reports but we don't see in depth detail." Carter said.

Aside from Carter herself it has been left entirely to the alternative media to expose the reality of the situation on the border.

Shocking excerpts of confidential recordings recently released under the Freedom of Information Act feature former Defense Secretary Donald Rumsfeld talking with top military analysts about how a flagging Neo-Con political agenda could be successfully restored with the aid of another terrorist attack on America.

The tape also includes a conversation where Rumsfeld and the military analysts agree on the possible necessity of installing a brutal dictator in Iraq to oversee U.S. interests.

The tapes were released as part of the investigation into the Pentagon's "message force multipliers" program in which top military analysts were hired to propagandize for the Iraq war in the corporate media.


In attendance at the valedictory luncheon Rumsfeld hosted on December 12, 2006 were David L. Grange, Donald W. Sheppard, James Marks, Rick Francona, Wayne Downing, and Robert H. Scales, Jr. among others.

The most extraordinary exchange takes place when Lt. Gen. Michael DeLong bemoans shrinking political support for Neo-Con war plans on Capitol Hill and suggests that sympathy for the Bush administration's agenda will only be achieved after a new terror attack.

Rumsfeld agrees that the psychological impact of 9/11 is wearing off and the "behavior pattern" of citizens in both the U.S. and Europe suggests that they are unconcerned about the threat of terror.

DELONG: Politically, what are the challenges because you're not going to have a lot of sympathetic ears up there until it [a terror attack] happens.

RUMSFELD: That's what I was just going to say. This President's pretty much a victim of success. We haven't had an attack in five years. The perception of the threat is so low in this society that it's not surprising that the behavior pattern reflects a low threat assessment. The same thing's in Europe, there's a low threat perception. The correction for that, I suppose, is an attack. And when that happens, then everyone gets energized for another [inaudible] and it's a shame we don't have the maturity to recognize the seriousness of the threats...the lethality, the carnage, that can be imposed on our society is so real and so present and so serious that you'd think we'd be able to understand it, but as a society, the longer you get away from 9/11, the less...the less...

In another exchange, after assuring that comments are "off the record," Rumsfeld and one of the military analysts agree that Iraq could use a "Syngman Rhee" to take control of Iraq. Syngman Rhee was the ruthless authoritarian dictator of South Korea from after World War II through the Korean War to 1960. If the invasion of Iraq was about liberating the Iraqis from a tyrant in the form of Saddam Hussein why is Rumsfeld talking about installing an even more brutal dictator?

Rumsfeld's admission that the correction for dwindling support of the Neo-Con imperial crusade is another terror attack is perhaps the most startling and blatant indication that 9/11 was an inside job.


How much more evidence do we need to confirm that the Neo-Con hierarchy in control of the U.S. government are instigating and exploiting terror in the pursuit of their own domestic and geopolitical agenda?

As Jerry Mazza writes today, "In the seven years since the day, exhaustive and still growing evidence proves beyond any reasonable doubt that the US government, spearheaded by the Bush administration, planned, orchestrated and executed the 9/11 false flag operation. As openly advocated by wide swaths of elites, from the Project for the New American Century (PNAC), of which Rumsfeld has been a member, to the likes of Zbigniew Brzezinski (in his The Grand Chessboard), only an attack “on the order of Pearl Harbor” would, in Brzezinski’s words, cause the American people to support an “imperial mobilization,” and a world war."

Placing the new evidence against previously revealed 9/11-related acts on the part of Rumsfeld, his guilt is overt and obvious. Recall that it was Rumsfeld who enthusiastically penned the "Go Massive" memo, gleefully declaring the Bush administration finally had the green light to kill: “Not only UBL (Usama bin Laden). Go massive. Sweep it all up. Things related and not.”

The longing for a new terror attack to corral the masses back behind the Neo-Con agenda is a shared fetish amongst Neo-Cons, policy wonks and academics alike.

In August last year Philadelphia Daily News columnist Stu Bykofsky openly called for "another 9/11" that "would help America" restore a "community of outrage and national resolve".

Lt.-Col. Doug Delaney, chair of the war studies program at the Royal Military College in Kingston, Ontario, told the Toronto Star last July that "The key to bolstering Western resolve is another terrorist attack like 9/11 or the London transit bombings of two years ago."

The same sentiment was also explicitly expressed in a 2005 GOP memo, which yearned for new attacks that would "validate" the President's war on terror and "restore his image as a leader of the American people."

Also in July 2007, former Republican Senator Rick Santorum suggested that a series of "unfortunate events," namely terrorist attacks, will occur within the next year and change American citizen's perception of the war.

And the month before that, the new chairman of the Arkansas Republican Party Dennis Milligan said that there needed to be more attacks on American soil for President Bush to regain popular approval.

Comments posted on the left-wing Huffington Post website in response to the Rumsfeld tape indicate that even some of the most hardcore conspiracy debunkers have had their beliefs shaken to the core by the former Defense Secretary's admission.

"I have been a very staunch opponent of conspiracy theories," writes one, "but to hear the man most responsible for stopping foreign threats to American lives musing that a successful attack on the USA is somehow a "cure" for us... it almost makes me want to make a tinfoil hat with the nuts I made fun of."

The Zionist Money Behind 9-11

One of the most peculiar things about investigating 9-11 is that a whole slew of Zionist criminals, a group of people which is evidently involved in the terror attacks in one way or another, is completely ignored by the controlled media.

The accepted history of 9-11, based as it is on the controlled media's interpretation of events, completely ignores the evidence that Israelis and high-level Zionists in the United States played key roles in the terror attacks.

As George W. Bush travels to Israel to meet with the nuclear and real terrorists Shimon Peres and Ehud Olmert, I feel compelled to point out a few of the most obvious and basic connections between the Zionist criminal network I call the "Elders of Zion" and the terror attacks of 9-11.


ROMAN PRECEDENT

The Roman senator Cornelius Tacitus, the historian of the 1st Century A.D., realized that most of the contemporary history of Rome was propagandist. As a senator and governor of Asia he certainly knew what he was writing about.

"His task, it seemed to him, was to denounce implicitly or explicitly the grosser lies of partisan historians," Kenneth Wellesley, the Latin scholar, wrote in his introduction to The Histories by Tacitus.

Like Tacitus, I feel compelled to denounce the "grosser lies" of our own very partisan and propagandist history. Nineteen centuries have passed since Tacitus wrote about the Roman Empire, but there are striking similarities that can be seen between Rome in the 1st Century and the United States in the 21st Century.

"Italy itself fell victim to disasters which were quite unprecedented," Tacitus wrote. "Rome suffered severely from fires that destroyed its most venerable temples, the very Capitol being set alight by Roman hands."

Sounds a bit like 9-11, doesn't it?


THE UNITED JEWISH APPEAL & 9-11

I discovered that Ehud Olmert, the current Israeli prime minister, had visited New York City the very day before 9-11. While I have no information about where Olmert was on 9-11, I suspect he was in New York City on the day disaster struck. In the same way Rabin was in Dallas when J.F.K. was shot and "Bibi" Netanyahu was in London on July 7, 2005. These are not coincidences.

Olmert was the right-wing Likudnik mayor of Jerusalem when he made his secret visit to New York City on September 10, 2001. This is extremely odd, something I have pointed out to my readers. The Irgunist (a Zionist terror gang) mayor of Jerusalem, New York's sister city, visits on the eve of the worst terror attacks in U.S. history and nobody even notices? How can that be? Am I living in a dream -- or a nightmare?

It needs to be pointed out that Ehud Olmert played a very conspicuous role in 9-11 events in New York City promoting Jerusalem as the sister city fighting terrorism and all that Zionist nonsense. But nowhere did he ever mention that he had been in New York on the day before terror struck? Why not? Why wouldn't he say something like "I was here the day before."

Why would Mayor Olmert conceal the very fact of his visit to New York on the day before the terror attacks? Where did he spend the night? Was he with Moshe Talansky? Where was he on the morning of 9-11? Why are none of the reporters at the New York Times or any of that city's fine newspapers running after this story? What is Olmert hiding? Don't they care?

The published records show that Olmert spent September 9, 2001, in Toronto (Canada) helping the Zionist money boys at the United Jewish Appeal celebrate the beginning of their annual fundraising drive. This was reported in Toronto Star:

I discovered that Olmert went to New York City on September 10-11. This information was contained in a Jerusalem Post article about purchase of the Likudnik football club Betar. (The story about Shaul and Meir Levy and their connections to Israel's Florida intelligence network is another story.)

What should be noted is that the Likudnik (Irgunist) Olmert was meeting with senior officials of the United Jewish Appeal in Toronto about 36 hours before New York City was bombed by false flag terrorists.


WHAT IS THE UNITED JEWISH APPEAL?

The United Jewish Appeal (UJA) is the common denominator of all the key players of 9-11. The key 9-11 culprits that I have already shown are linked to the UJA include Larry Silverstein, Frank Lowy, Lewis Eisenberg, Rupert Murdoch, and Sam Miller of Cleveland. These are major players in the events of 9-11. Is there a connection here? Should I draw a picture?

So, what is the UJA?

The standard description of the UJA from news clippings from the past describes it as the fund-raising arm of the American Jewish Committee and the Anti-Defamation League of the B'nai B'rith (ADL).

The ADL is the militant wing of the Jewish secret Masonic society, the International Order of the Benai Berith (I.O.B.B.), which now does business as B'nai B'rith International. (The ADL is apparently involved in the attack by undercover police my home in August 2006.)

Furthermore, Olmert, is a former partner of the Israeli criminals (e.g. Menachem Atzmon) who ran "security" and passenger-screening operations at all international U.S. airports on 9-11.

From 1991 to 1993 he was a legal advisor to the Palestine Liberation Organization.

The israel lobby uses bribes and threats to control Amnesty-USA. And, since Amnesty-USA pays about 20% of the budget for Amnesty-England, the israeli lobby controls London too. I don’t know about direct zionist lobbying in England, but I do know that Amnesty supports the israeli party line on all issues, whether by commission or omission.

I got involved in Amnesty in 1982 while the israelis were invading Lebanon. Twenty thousand Lebanese people were being exterminated, but Amnesty-USA refused to do anything, because of its pro-israel bias. In fact, the only organization that protested the israelis was the American Friends Service Committee.

Because of my efforts to publicize israeli crimes in Lebanon, I was asked to attend the first meeting of what later became the Amnesty-USA Middle East coordination group. (This was before I got on general board.) The Middle East group is supposed to coordinate human rights work on the Middle East. I was one of its founders. When I gave a speech condemning israeli crimes in Lebanon, I made it clear that I wasn't speaking on behalf of Amnesty. Nonetheless, the israelis were so furious that they ordered the chair of the Amnesty board to have everyone to shun me, which they did completely. The main board didn't talk to me until late when I got elected to the board myself.

That election wasn't easy. Amnesty board members are supposed to be democratically elected, but a small clique of pro-israel people (who have held power for twenty years) controls the nominating process. There is, however, a kind of grassroots petition process to have other voices get nominated. Many of the general members were disgusted with Amnesty’s support of Israeli atrocities, so they nominated me for the board. This nominating petition process is difficult. You must get at least a hundred signatures that are all very carefully scrutinized, and the pro-israel clique throws up many hurdles. I fulfilled all requirements, but the pro-israel clique disqualified me anyway. Therefore I went to New York to file a lawsuit against Amnesty. On the day before I was to file the suit, Amnesty backed down and said I could run for the board. That’s how I got in.

In April 2002, israelis massacred 60 Palestinians in Jenin. The United Nations tried to investigate, but both Amnesty International and Human Rights Watch said there had been no massacre. This allowed Bush and Ariel Sharon to prevent any investigation.

According to the Marine Corps Times (May 31, 2002) U.S. Marines were in Jenin to watch the massacre. The Marines wanted to study how israelis do urban cleansing. Hence the USA was directly complicit in the Jenin nightmare.

Amnesty also refused to investigate the Sabra and Shatila massacres in Lebanon. Philip Habib (then U.S. Envoy to the Middle East) personally promised Arafat that if the PLO fighters abandoned the camps, then the U.S. would guarantee the protection of Palestinians. When the killing began, the U.S. embassy knew about it, but did nothing for 48 hours so the Phalangists, working for the israelis, could complete their massacre. The USA had a CIA agent at Sabra and Shatila – I’m not sure who it was. Anyway the USA knew the massacre was happening, and allowed it to continue. Then Amnesty said there had been no massacre.

Amnesty International is so big and so influential that its reports and investigations are cited everywhere, including the halls of Congress. For example, in the run-up to Bush Senior’s invasion of Kuwait (1990) there was going to be a debate in the U.S. Congress, and a vote. To support the invasion and the killing, Amnesty-London published the Hill & Knowlton lie that Iraqi soldiers were pulling Kuwaiti infants from incubators and throwing the infants on the floor. Amnesty-London knew it was a lie, but spread it anyway. Of the six votes in the U.S, Senate that passed the resolution to go to war, several of those senators said they were influenced by the Amnesty-London report.

Despite my best efforts while I was on the board, Amnesty International was the only human rights organization that refused to condemn apartheid in South Africa. No matter how hard we tried, no matter what we did, Amnesty would not condemn apartheid in South Africa, since the South African government was so closely tied to the israeli governmrnt.

In 1986, Amnesty supported right-wing death squads in Nicaragua. Amnesty issued a report that criticized the Sandinista government, and helped Reagan push another Contra Aid appropriation through a reluctant congress.

Today, Amnesty International-Venezuela supports Bush. When Bush’s attempted coup against Chavez failed in April 2002, Amnesty-Venezuela charged Chavez with “crimes against humanity.”

Amnesty has a separate chapter in Puerto Rico. Its members came to our USA convention. At a general meeting, I helped get the Amnesty-USA to adopt two resolutions dealing with the human rights abuses in Puerto Rico, plus the deplorable condition of Puerto Rican political prisoners in U.S. jails. Amnesty-Puerto Rico asked me to come to Puerto Rico and give the keynote address on the right of Puerto Rican political prisoners to be treated as prisoners of war. However, Amnesty-London and Amnesty-USA did everything possible to sabotage my trip to Puerto Rico, and my ability to give that keynote address.

What motivates Amnesty is not human rights, but turf battles, plus the quest for publicity, money, and new members. Amnesty only discusses human rights violations when the publicity helps the USA or israel.

The people who control the Amnesty board are extremely arrogant. “We are Amnesty International, the world's largest and most powerful human rights organization! We won the Nobel Peace Prize for our work! Therefore we do whatever we want.” Search your Lexis-Nexis database and see if Amnesty has ever issued a single apology for spreading the Kuwaiti dead babies lie. Amnesty knows it lied in order to help Bush Senior go to war, but the Amnesty board members don’t care.

Chavez tells Colombia no to US base

President Hugo Chavez on Wednesday warned Colombia not to allow a U.S. military base on its border with Venezuela, saying he would consider such an act an "aggression."

Chavez said he would not permit Colombia's U.S.-backed government to establish an American military base in La Guajira, a region spanning northeastern Colombia and northwestern Venezuela.

The Venezuelan leader said if Colombia allows the base, his government will revive a decades-old territorial conflict and stake a claim to the entire region.

"We will not allow the Colombian government to give La Guajira to the empire," Chavez said, referring to the U.S. during a speech to a packed auditorium of uniformed soldiers. "Colombia is launching a threat of war at us."

He said Washington's top diplomat in Bogota, U.S. Ambassador William Brownfield, recently suggested that a U.S. military base in Ecuador could be moved to La Guajira.

Chavez urged his Colombian counterpart, Alvaro Uribe, to "think it over well" before making such a decision because Venezuela will do "whatever it takes" to ensure that a U.S. military base is not built on the peninsula in the Caribbean Sea.

Ecuadorean President Rafael Correa — a close Chavez ally — has repeatedly said that he will not renew a 10-year lease on the base in the Pacific port of Manta when it expires next year.

Manta is the United States' only military base in South America. Surveillance flights the U.S. runs from there are responsible for about 60 percent of drug interdiction in the eastern Pacific.

Diplomatic relations between Caracas and Bogota have been rocky for months. They worsened last week when Colombia unveiled documents allegedly showing that Chavez sought to arm and finance Colombian rebels. Chavez denies the claim.

Colombian officials say they found the documents in laptops recovered after a March 1 cross-border raid in Ecuador that killed rebel leader Raul Reyes and 24 other people.

International police agency Interpol is analyzing the documents and plans to present its findings on Thursday in Bogota.

"The Colombian government will surely announce tomorrow that the documents retrieved from Raul Reyes' computer are authentic and, therefore, Chavez supports terrorism," Chavez said.

Chavez — an outspoken critic of U.S. foreign policy in Latin America — said Washington is using Uribe as pawn in a plan aimed at portraying Venezuela as a backer of terrorism.

Chavez denies supporting the Revolutionary Armed Forces of Colombia, or FARC, saying he only seeks a peaceful end to the neighboring country's decades-long armed conflict.

The European Union joined the United States in listing the FARC — Latin America's largest rebel force with roughly 14,000 fighters — as a terrorist group in 2002, outlawing economic support for the guerrillas.

In a new book that will infuriate the fake conservatives who inhabit the Republican Party, Patrick J. Buchanan documents how British self-righteousness, delusion, and hubris destroyed both the British Empire and Western ascendancy in two unnecessary wars launched by a small cabal of morons that ruled Britain.

Churchill, Hitler, and the Unnecessary War shows that the two world wars that destroyed European civilization began when England declared war on Germany, thus dragging in the Empire, Commonwealth, and United States. This was a strategic blunder unparalleled in history. Mighty Britain emerged from World War II as an American dependency.

Buchanan cites such British notables as F.J.P. Veale, B.H. Liddell Hart, and C.P. Snow to document that it was Winston Churchill who committed, in Veale’s words, “the first deliberate breach of the fundamental rule of civilized warfare that hostilities must only be waged against the enemy combatant forces.” It was Churchill, not Hitler, who first targeted civilian populations in World War II and caused the structure of civilized warfare to collapse in ruins.

The Americans quickly adopted Churchill’s criminal policy of attacking civilians, culminating in the outrageous use of nuclear weapons against two Japanese cities, the slaughter of Vietnamese civilians, and the ongoing slaughter of Afghan and Iraqi civilians.
A popular American myth is that “the greatest generation” saved the world from Nazi tyranny. As Buchanan points out, the fact of the matter is that the Normandy invasion in June 1944 played little, if any, role in Germany’s defeat. By the end of 1942 Hitler had lost World War II at Stalingrad, long before any American troops appeared on the scene. What the Normandy invasion achieved 18 months later was to keep the Red Army from over-running all of Europe.

Although Buchanan’s book is about how the British destroyed themselves, Buchanan is clearly thinking about America. In the closing pages Buchanan shows how the Bush Regime has broken from the sound policy of President Reagan and is replicating the British folly of self-destruction. “There is hardly a blunder of the British Empire we have not replicated,” laments Buchanan.

The distinct American hubris that we are “the indispensable nation” and the braggadocio that we are an “omnipower” has us overcommitted in alliances that we cannot fulfill. Despite 25 percent of the Iraqi population killed, injured or displaced, the “world’s only superpower” cannot even control Baghdad. To deal with the pointless war we started in Afghanistan, we have had to sucker our NATO allies into a conflict that is no concern of theirs. Militarily overextended and with a faltering economy and collapsing currency, the cabal of morons that rules America still hopes to attack Iran, Syria, and to drive Hezbollah from Lebanon. American idiots in think tanks are busy at work drawing up plans about how the US is going to check China and prevent her emergence as a power beyond US control. The Republican presidential candidate has boasted that he will challenge Russia and bring Putin to heel.
Amazing.

The world’s greatest debtor is going to take on the two powerful countries with the largest trade surpluses. According to the World Factbook, an annual publication of the CIA, Russia’s 2007 current account surplus is $465 billion and China’s is $363 billion. In contrast, the US current account deficit is $987 billion--an amount larger that the total deficits of all other countries in the world combined. The out-of-pocket and already incurred future cost of Bush’s wars of aggression is between $3 and $5 trillion, every dollar of which must be borrowed. That comes on top of the unfunded liabilities of the US government totaling $53 trillion. By any account the US is the world’s worst credit risk. The “mighty” US relies on foreigners to finance its consumption, its wars, and the daily operations of its government.

When Buchanan looks at the collection of idiots that comprise America’s ruling class, he despairs.

In truth, American power is already broken, and the country is already lost.

The country is lost, because the brownshirt Bush Regime has destroyed the US Constitution with the complicity of the opposition party and the federal courts. There is no organized power that can restore the Constitution or even much concern that it has been overthrown.

The country is broken, because American capitalists have moved offshore so many US manufacturing, engineering, and research jobs that US imports now exceed US industrial production. American dependency on imported manufactured goods, advanced technology goods, and energy is astounding.

Moreover, the dependency is escalating dramatically. In March 2002, prior to Bush’s decision to impose Israel’s will on the Middle East, oil was $25 a barrel. Today oil is $125 a barrel, a five-fold increase that has seen our oil import bill rise from $145 billion in 2006 to $456 billion presently, a $300 billion addition to a trade deficit that was already running $700-$800 billion annually.

There is no possibility of the US closing its trade deficit. The US is able to survive such enormous deficits only because the US dollar is the world reserve currency. This role for the dollar is nearing an end as the world looks for more stable stores of value. Although oil is still nominally priced in dollars, in reality it is being priced in euros as oil producers raise the dollar price with a view to keeping their oil revenues at a constant purchasing power in euros.

When the dollar loses its reserve currency role, foreign financing for US trade and budget deficits will evaporate. US living standards will collapse, and the indispensable omnipower will be just another washed up country.

For a world weary of “American exceptionalism,” this can’t happen too soon.

Eco-Group Calls For Human Extinction

An environmental group says it’s sole purpose is to recruit volunteers and educate enough people to eventually realize that the human race needs to completely die out in order that the planet can survive.

The Voluntary Human Extinction Movement (VHEMT) says humans need to stop breeding and voluntarily progress our own slow demise in order that plants, animals and fragile ecosystems can survive.

The group’s motto is "May we live long and die out". Their website explains their commitment to a long term goal of convincing the population of Earth that it has no future:

It has been suggested that there are only two chances of everyone volunteering to stop breeding: slim and none. The odds may be against preserving life on Earth, but the decision to stop reproducing is still the morally correct one. Indeed, the likelihood of our failure to avoid the massive die off which humanity is engineering is a very good reason to not sentence another of us to life. The future isn’t what it used to be.

Even if our chances of succeeding were only one in a hundred, we would have to try. Giving up and allowing humanity to take its course is unconscionable. There is far too much at stake.

The Movement may be considered a success each time one more of us volunteers to breed no more.

The movement is at pains to explain that it does not advocate suicide, abortion, mass murder, or any form of FORCED population control, yet it does advocate a total reduction in human population down to zero:

VHEMT Supporters favor this goal, while Volunteers see extinction as the only sure way to avoid breeding ourselves back to today’s density.

The group rejects being labeled Malthusian or Eugenicist because in their words, they "care about life on planet Earth":

VHEMT (pronounced vehement) is a movement not an organization. It’s a movement advanced by people who care about life on planet Earth. We’re not just a bunch of misanthropes and anti-social, Malthusian misfits, taking morbid delight whenever disaster strikes humans. Nothing could be farther from the truth. Voluntary human extinction is the humanitarian alternative to human disasters.

The group maintains that human do not have a place in nature and have become parasitic:

The fossil record shows that each time Homo sapiens entered a continent, a spasm of extinctions followed. Exotic invaders typically disrupt ecosystems, and we are no exception.

On some philosophical level there is no doubt some truth feeding the myth. However, by examining our daily lives, and asking ourselves, "What part of my normal day is a part of Nature?" the sad truth is revealed.

A further read around the VHEMT site leaves a very sour taste for anyone who happens not to agree that the human race should be systematically wiped out. This movement is very calculated in its unwavering explanation and rationalization of an eventuality totally at odds with the history of evolution. It even appeals to different philosophies and religions and attempts to use their dogma to bolster it’s own views.

In an interview with World Net Daily, a spokesperson for the group, going under the pseudonym Les U. Knight, highlights the pure doublethink that one must engage in in order to come to the conclusions this group do:

"It’s an idea, and it’s not transferred genetically," he said. "We aren’t born knowing we should go extinct; we have to learn it. We don’t need to create new humans in order to indoctrinate them from birth. All of us come from breeding couples, and yet we’ve decided not to breed."

Perhaps the most disturbing aspect of this group is that it equates itself with a general freedom movement. describing it’s ideal as "reproductive freedom" rather than "population control". However a thorough read through their material makes it clear that the group is intent on imposing its views on people in order to change their mindset, whether they like it or not.

In their opening message the group states:

We don’t carry on about how the human race has shown itself to be a greedy, amoral parasite on the once-healthy face of this planet.

Yet in the very next section they state:

Great progress will be made toward improving the quality of life on Earth by countering greed with responsibility, ignorance with education, and oppression with freedom.

And in following sections:

We were once like the otter, part of the ecosystem. Then we developed agriculture, and have become parasitic, depending on exploitation of Nature for our survival, but giving nothing back.

We have previously warned how "green" groups have attempted to associate climate change and environmental problems with over population and suggest that the solution is to implement depopulation policies and punishments for those who flout them.

People are indeed being indoctrinated to think that reproducing is bad for the planet.

This outlook is being seized upon by a globalist elite whose raison d’etre is to control and restrict our growth and progress for their own benefit. As Alex Jones documents in his seminal documentary End Game, this mindset is endemic amongst the elite.

This hijacking of eco groups and activists alike and is intended to push a green fraud to mask the agenda to mold a worldwide neo feudalist society where a global body regulates and micro manages every aspect of our lives down to when we can and cannot move around and when we can and cannot reproduce.

L.A. prepares massive water-conservation plan
The initiative would punish water wasters and limit such activities as watering lawns and washing vehicles. And it would revive a controversial effort to recycle sewage water.

With vital and often-distant water sources shrinking, Los Angeles officials today will revive a controversial proposal to recycle wastewater as part of a plan to curb usage and move the city toward greater water independence.

The aggressive, multiyear proposal could do much to catch the city up to other Southern California communities that have launched advanced recycling programs.



Los Angeles’ waterMayor Antonio Villaraigosa's effort could cost up to $2 billion and affect a wide range of daily activities. For example, residents would be urged to change their clothes' washers, and new restrictions would be placed on how and when they could water lawns and clean cars.

Financial incentives and building code changes would be used to incorporate high-tech conservation equipment in homes and businesses. Builders would be pushed to install waterless urinals, weather-sensitive sprinkler systems and porous parking lot paving that allows rain to percolate into groundwater supplies.

Just to meet a 15% increase in demand by 2030, officials say 32 billion gallons a year will have to be saved or recaptured -- enough to cover the San Fernando Valley with a foot of water.

Prohibitions during the 1990s drought -- banning residents from washing driveways and sidewalks, letting sprinklers flood into gutters and watering grass in midday -- would be enforced again, with additional restrictions. One part of the proposal would limit lawn watering to certain days of the week.

"This is a radical departure for the city of Los Angeles," said Department of Water and Power General Manager David Nahai. "I think overall this plan is going to be a beacon for other cities."

In fact, cities facing the same challenges, including Long Beach, have already moved to curtail residential and commercial water usage and punish waste. Orange County and other Southern California agencies are also recycling treated sewage water back into the drinking supply.

Los Angeles' plan -- a copy of which was made available to The Times -- would invest in projects to capture and store rainfall and clean up a sprawling, contaminated water supply beneath the San Fernando Valley. About $1 billion would be allocated for reclamation, including a politically sensitive plan to use treated wastewater to recharge underground drinking supplies serving the Valley, Los Feliz and the Eastside.

A similar system was approved and built in the 1990s, then abandoned after critics labeled it a "toilet-to-tap" scheme.

The city learned from its earlier "aborted attempt" at water recycling, Nahai said.

"This is a new day," he said. "We have new technology. We're going to reach out very aggressively to the public and engage them as to the facts."

One critic said voters should decide whether the water supply will be blended with treated wastewater. "It's grossly unfair for the mayor, the City Council or the DWP to decide consumers are going to be using this recycled water," said Gerald A. Silver, president of Homeowners of Encino.

But Millie Hamilton, an Encino Neighborhood Council member and docent at the city's Tillman Water Reclamation Plant, said recycling is safe, needed and nothing new. "There is no new water on this planet," said Hamilton, who was referred to The Times by the mayor's office. "We are drinking the same water the dinosaurs drank. All our water has been and is being recycled."

The ambitious water plan carries political risks for the mayor, but also could burnish his record as an environmental leader in a bid for higher office. A number of key details remain to be worked out and vetted by the City Council, including the cost of various elements and how they would be financed.

On the heels of a recent DWP water rate hike, Nahai said no additional increases are anticipated. Most parts of the program can be funded from state water grants, the DWP's existing budget and going after polluters who have fouled city groundwater. But future fee increases may be needed, he acknowledged.

David Coffin, a Westchester Neighborhood Council member who tracks water issues, said the plan misses a larger point: controlling growth.

"I don't think they're going to make any headway. They're adding 14,000 to 16,000 housing units a year in the face of water shortages. How are they going to supply all those people?"

Administration officials say the point is to act now so the city can meet increased demand through a combination of conservation and recycling. They note that Los Angeles is an arid metropolis that has grown by dipping long straws in far-flung water supplies.

But recent court rulings, environmental agreements and competition from other urban centers are cutting flows or sharply increasing costs of water from the Owens Valley, the Sacramento-San Joaquin River Delta and the Colorado River.

Ants swarm over Houston, fouling electronics
‘Crazy rasberry ants’ emerging by the billions with onset of humid season

DALLAS - In what sounds like a really low-budget horror film, voracious swarming ants that apparently arrived in Texas aboard a cargo ship are invading homes and yards across the Houston area, shorting out electrical boxes and messing up computers.

The hairy, reddish-brown creatures are known as "crazy rasberry ants" — crazy, because they wander erratically instead of marching in regimented lines, and "rasberry" after Tom Rasberry, an exterminator who did battle against them early on.

"They're itty-bitty things about the size of fleas, and they're just running everywhere," said Patsy Morphew of Pearland, who is constantly sweeping them off her patio and scooping them out of her pool by the cupful. "There's just thousands and thousands of them. If you've seen a car racing, that's how they are. They're going fast, fast, fast. They're crazy."

The ants — formally known as "paratrenicha species near pubens" — have spread to five Houston-area counties since they were first spotted in Texas in 2002.

The newly recognized species is believed to have arrived in a cargo shipment through the port of Houston. Scientists are not sure exactly where the ants came from, but their cousins, commonly called crazy ants, are found in the Southeast and the Caribbean.

"At this point, it would be nearly impossible to eradicate the ant because it is so widely dispersed," said Roger Gold, a Texas A&M University entomologist.

The good news? They eat fire ants, the stinging red terrors of Texas summers.

But the ants also like to suck the sweet juices from plants, feed on such beneficial insects as ladybugs, and eat the hatchlings of a small, endangered type of grouse known as the Attwater prairie chicken.

They also bite humans, though not with a stinger like fire ants.

Worse, they, like some other species of ants, are attracted to electrical equipment, for reasons that are not well understood by scientists.

They have ruined pumps at sewage pumping stations, fouled computers and at least one homeowner's gas meter, and caused fire alarms to malfunction. They have been spotted at NASA's Johnson Space Center and close to Hobby Airport, though they haven't caused any major problems there yet.

Exterminators say calls from frustrated homeowners and businesses are increasing because the ants — which are starting to emerge by the billions with the onset of the warm, humid season — appear to be resistant to over-the-counter ant killers.

"The population built up so high that typical ant controls simply did no good," said Jason Meyers, an A&M doctoral student who is writing his dissertation on the one-eighth-inch-long ant.

It's not enough just to kill the queen. Experts say each colony has multiple queens that have to be taken out.

At the same time, the ants aren't taking the bait usually left out in traps, according to exterminators, who want the Environmental Protection Agency to loosen restrictions on the use of more powerful pesticides.

And when you do kill these ants, the survivors turn it to their advantage: They pile up the dead, sometimes using them as a bridge to cross safely over surfaces treated with pesticide.

"It looked like someone had come along and poured coffee granules all around the perimeter of the rooms," said Lisa Calhoun, who paid exterminators $1,200 to treat an infestation of her parents' home in the Houston suburb of Pearland.

The Texas Department of Agriculture is working with A&M researchers and the EPA on how to stop the ants.

"This one seems to be like lava flowing and filling an entire area, getting bigger and bigger," said Ron Harrison, director of training for the big pest-control company Orkin Inc.
